A Modern Education Data Platform Use Case for NSW Department of Education

This use case describes how the NSW Department of Education designed and implemented a modern, enterprise-scale data and analytics platform to support evidence-based decision-making across one of the largest education systems in the world.

Built on Microsoft Fabric and Power BI, the platform provides a secure, governed and scalable foundation for education data and analytics, enabling trusted reporting, advanced analytics and responsible use of artificial intelligence.

Rather than focusing on individual dashboards or point solutions, this work demonstrates a platform-first approach to data, one that prioritises strong data foundations, governance by design and long-term scalability.

In the school

Data Mastery was a lead strategic partner for this initiative.

Key aspects of Data Mastery’s role included:

  • Leading the data platform architecture and design

  • Defining a platform-first, domain-based approach aligned to how the education system operates

  • Designing and implementing EduLake, the Department’s enterprise data and analytics platform

  • Establishing data governance and sharing patterns to enable safe, scalable reuse of data

  • Enabling analytics, reporting and AI capabilities on top of a trusted data foundation

  • Supporting knowledge transfer and capability uplift within the Department

A central focus of the partnership was ensuring the platform could scale across a large and complex education system, while remaining flexible enough to support future use cases, emerging technologies and evolving policy needs.

A Platform-First Approach to Education Data and Analytics

Education systems generate vast amounts of data across attendance, assessment, wellbeing, operations and community domains. Without a unified data platform, this data often remains fragmented, difficult to trust and slow to use.

The NSW Department of Education set out to address this challenge by creating EduLake, a central education data platform designed to serve the entire organisation.

EduLake brings together data from multiple source systems into a single, governed environment, supporting:

  • Enterprise data and analytics

  • Power BI reporting at scale

  • AI-ready data foundations

  • Secure data sharing across domains

  • Future innovation without rework

Modern Data Platform Architecture Using Microsoft Fabric

EduLake is built on Microsoft Fabric, leveraging a lakehouse-based architecture that combines data engineering, data warehousing and analytics within a single platform.

Key architectural features include:

  • A centralised, governed data foundation

  • Domain-based data architecture, aligned to education business areas

  • Use of Lakehouses and Warehouses for different analytical workloads

  • OneLake as a unified storage layer, enabling secure data sharing through shortcuts

  • Embedded data governance, security and lineage

This architecture enables both central control and distributed analytics, allowing teams to work independently while maintaining a single source of truth.

With a strong data platform in place, the NSW Department of Education was able to deliver a wide range of analytics and AI-enabled capabilities, including:

  • Power BI dashboards and reports for educators, principals and system leaders

  • Consistent, trusted metrics across schools and regions

  • AI-enabled experiences, including EduChat, grounded in governed education data

  • Secure external APIs to support research, policy and integration use cases

These capabilities are enabled by the platform, not hard-coded into it ensuring they can evolve as needs change.
